Nineteen of Daniil Medvedev's 21 victories have been earned on hardcourt
A comeback the Russian player won his first title for 882 days with victory over opponent Moutet in the tournament final.
The Russian, a former top-ranked player, has experienced a torrid season, managing just one match at the Grand Slams and undergoing a setback at the New York tournament.
The player's inconsistency on the tennis tour - and struggles with his serving in particular - led to him dropping out of the world's top 10 and eventually separating with long-term coach Gilles Cervara.
Now collaborating with Thomas Johansson and his other coach, Medvedev has steadily advanced in the past month - climaxing in a tightly fought 7-5 4-6 6-3 victory over opponent Moutet.
It is his maiden trophy following the 2023 Rome Masters and maiden on a hard court since spring of that year.
Victory also means he has won 21 victories at twenty-one different competitions.
"It's the first time I'm at a event with my children together, so to secure a championship is especially meaningful," stated ranked player Daniil Medvedev.
"This title is in honour of my second daughter my daughter, because the first title I got when my older daughter Alisa was delivered was for her."
Medvedev, the past champion, had failed in his past six championship matches, including in Halle previously this season.
His counter-punching strategy and regular emotional displays on the playing surface had led commentators to wonder if his ability to compete at the elite level was over.
Yet the player has altered his approach in the past month, striving to advance forward and play aggressively, reinforced by an enhanced service.
Medvedev came back from a break down in the first set against the difficult opponent, winning four of the final five points to go ahead.
The competitors traded break points in the second set before Moutet, attempting for his first professional title, seized the initiative to force a decider.
Moutet rescued 4 early chances in a tight deciding set before the champion won the break to that score to secure the win.
Fittingly, Medvedev clinched victory with a rally at the net area, with Moutet failing to control a return after two hours and 38 minutes.
